Project Overview:
We are looking for top talent to join the Renewables & Clean Power business to deliver the largest natural gas projects in the company’s history. This project is a nominal 2500MW “behind the meter” power complex that will provide electrical power directly to an adjoining data center complex and will be designed for an optional grid interconnection in the future. Bechtel is currently supporting our customer to define the behind-the-meter scope and design basis for the project which will utilize multiple technologies, including Solar T350 Turbines, BESS, temporary load banks, an AIS substation/microgrid and GEV 7HA.02 combustion turbines to deliver reliable and responsive electric power generation. The delivery of each of these asset classes are projects in and of themselves, so the project will be structured accordingly with a project manager over each tranche of power asset class delivery. The project will be located 30 miles southeast of Pecos, TX, 80 miles west to southwest of Midland, TX. Draft project assignment conditions are available and are meant to offer flexibility to allow the various needs of our top talent to participate in this revolutionary project.
Job Summary:
Reporting to the Project Manager, responsible for managing, coordinating, and administering the T350 & Microgrid through all stages of engineering, construction, procurement, performance testing, initial operations, and prime contract management. The ideal candidate will have a strong commercial acumen and a background in business development, power generation technologies, and/or combined cycle plant operations.
This position will begin in Reston, VA for 3-6 months, after which relocation to the site will be required.
Major Responsibilities:
Oversees BESS / load-bank area scope, including BESS, load banks, and associated switchyard.
Oversees T350 & Microgrid power block scope, including T350 Units 1-12, associated balance-of-plant, temp E-houses, temp water / air systems, ammonia tank, and high-side transformers.
Oversees T350 / Microgrid switchyard scope, including switchyard, transformers, high-side to switchyard connections, and utility inter-connect.
Responsible for direction or performance of staff activities, including employee development and guidance within assigned area(s).
Supervises the administration of budgets and schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. Ensures processes and procedures are fully developed andimplemented.
Recommends changes to policies and guidelines wherenecessary.
Creates and administers staff schedules and de-conflictsas necessary.
Serves as a liaison between project teams, internal orexternal clients, or other functional areas of the organization.
Ensures work is completed on time and within establishedquality standards and provides reports to internal andexternal clients and/or project/functional management- Environmental, Safety & Health (ES&H); Surety; Security; and Quality & Performance Management.
May take on the responsibilities of the Project Manager during times of absence.
Customer Interface – communications directly with senior customer representatives in all areas of responsibility.
Overall responsibility for the compliance organizations’ execution, ensuring that combined cycle power generation projects are delivered within contract requirements, quality standards, safety protocols, and customer expectations.
Requirements
Education and Experience Requirements:
Level 1: Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
Level 2:Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.
4 years’ experience managing Combined Cycle Power Plant projects is highly desirable.
Required Knowledge and Skills:
Knowledge of Bechtel organization, policies, procedures, and programs including QA and Safety, particularly as they relate to combined cycle power generation.
Experience with lump sum and reimbursable projects, especially in the combined cycle sector.
Ability to effectively organize and staff a project team in a matrix organization.
Knowledge and understanding of Bechtel standard tools, techniques, and procedures. Business and Commercial acumen.
Knowledge and experience in Project Execution Plan development and implementation.
Knowledge of continuous improvement methodologies.
Knowledge and experience in contracts/subcontracts formulation, risk analysis, negotiations, and implementation including project insurance requirements.
Knowledge of cross functional work processes and interface knowledge, especially Project Controls, Supply Chain management, Quality Management, and the ability to manage the relationships/interfaces with management and functional groups.
Oral, written, and graphic communication and presentation skills.
